Who is your Senator Carla Joseph?

Carla Joseph is the youngest of four (4) children born to the late Frances Camilla “Girleta” Joseph of Jennings Village in Antigua and Barbuda.  Also, Carla is the only child born in St. Thomas, Virgin Islands to Sylvester and Frances Joseph.  Ms. Joseph is a passionately driven public servant, grassroots organizer, and advocate for social and environmental justice.  As a Government Program Administrator, Ms. Joseph successfully managed millions of dollars in federal, local and foundation funding for national and internationally recognized programs geared towards providing disadvantaged young people with a second chance to earn high school diplomas, as well as industry recognized construction certifications.

Under her management, over 150 young people and adults were assisted in job placement.  Ms. Joseph’s effectiveness can be contributed to the policies and procedures she wrote for the programs under her management.  Additionally, Ms. Joseph successfully wrote several awarded grant proposals for the Territory.  Ms. Joseph’s current track record in managing federal grants is zero federal findings and zero funding returned to the federal government.

Ms. Joseph has consistently fought for conservation

As an accomplished community activist, Ms. Joseph was recognized as the Law Enforcement Planning Commission Person of the Year in 2014 for her work with disadvantaged young people and advocating for social justice.  Ms. Joseph is also a former Girl Scout Leader and was awarded Girl Scout Leader of the Year.  For 10 consecutive years, she was elected President of the Environmental Association of St. Thomas and St. John (EAST).  One of Ms. Joseph’s greatest achievements as President of EAST was the lobbying efforts she led, which resulted in the government’s purchase of Smith Bay Park, one of the last remaining pristine shorelines on the East end of St. Thomas.  Ms. Joseph has consistently fought for conservation, and responsible development to preserve the islands’ natural resources for the people of the Virgin Islands.  She has also championed environmental education programs for the youth. 

In 2014, Ms. Joseph was elected to the Virgin Islands Board of Elections; and served as Secretary of the St. Thomas/St. John District Board and Vice-Chair of the Joint Board.  Most recently, Ms. Joseph served as Vice-Chair of the Democratic Party of the Virgin Islands and represented the VI as a Delegate to the Democratic National Convention, where she proudly cast her vote for now President Elect Joseph Biden and Vice-President Elect Kamala Harris.

Ms. Joseph is a product of public housing having resided in Bovoni and Oswald Harris Court Public Housing Communities for over 38 years.  She is a 1988 graduate of Ivanna Eudora Kean High School.  She holds a Bachelor of Arts Degree in Humanities and certification as a Public Manager from the University of the Virgin Islands.  Sister Carla, as she is affectionately known by her fellow church members, is an active member of the Memorial Moravian Church.  As a member of the Memorial Moravian Church, she has served as Youth Delegate to Synod, Chair of the Board of Stewards, Delegate to V.I. Conference and as a Sunday School Teacher.  She is the parent of three girls, Denetra, Detrah and Delekah as well as proud grandparent of Jaiden (nickname Camise).  All of Sister Carla’s life work stands firmly on her motto: “People help people and God helps us all”.
